Registration of disinfectants

A disinfectant cannot be imported and sold in Ukraine without state registration and a Ministry of Health certificate. We prepare the registration materials, support the expertise and obtain the certificate. The service is for companies and sole proprietors across Ukraine — Kyiv, Odesa, Kharkiv, Dnipro.

What state registration of a disinfectant is

State registration of a disinfectant is a mandatory procedure after which the product is allowed for use. The basis is Article 48 of the Law “On the Public Health System” and the Regulation on state registration approved by the Cabinet of Ministers on 15.08.2023. The certificate is issued by the Ministry of Health.

Expertise of registration materials

Registration is based on expertise of the materials: the specific activity, safety, quality and effectiveness of the product are assessed, and practical tests are carried out. The expertise is conducted by a specialized expert institution of the Ministry of Health. The registration term depends on the quality of the dossier.

Certificate and validity period

Based on the result, the Ministry of Health issues a state registration certificate. The product can be used in Ukraine for five years from the date of registration. The term may be shortened at the applicant’s request.

State register of disinfectants

Registered products are entered into the State Register of Disinfectants — an electronic service that provides transparent access to registration data. The presence of a product in the register confirms its legal circulation.

Re-registration: when it is needed

Re-registration is carried out when the name of the product changes, the owner or manufacturer changes, production rights are transferred, the scope or method of application changes, or the requirements of the regulatory document (DSTU, TU) change.

Disinfectants and other categories

Disinfectants should not be confused with ordinary household chemicals or cosmetics: they have a separate registration regime. A cleaning product with a disinfecting effect often falls precisely into the disinfectant category. The UKT ZED code and composition help determine the category of goods.

Import and documents for customs

The state registration certificate goes to customs together with the invoice, foreign-trade contract and technical documentation. For products that overlap with sanitary regulation, a sanitary-epidemiological conclusion may also be required. The consistency of the set and clearance are handled by our customs broker.
