Sanitary and epidemiological conclusion
For some goods that come into contact with people or food — household chemicals, cosmetics, building materials, children's goods — customs requires a sanitary and epidemiological conclusion (SEZ). Without it the goods will not be released for free circulation and cannot be sold. We determine whether a conclusion is needed for your goods and arrange the expertise. The service is for companies and sole proprietors across Ukraine — Kyiv, Odesa, Kharkiv, Dnipro.
What a state sanitary-epidemiological expertise conclusion is
A sanitary and epidemiological conclusion (a conclusion of the state sanitary-epidemiological expertise) is a Ministry of Health document confirming that a product is safe for human life and health and meets hygienic norms and sanitary rules. The conclusion is issued based on the results of a state sanitary-epidemiological expertise.
Which products need an SEZ
- Household chemicals, cleaning and washing agents, disinfectants.
- Cosmetics and hygiene products.
- Materials and articles in contact with food, food additives.
- Building materials, children's goods, certain industrial goods.
Whether goods fall under the requirement is often determined by the UKT ZED code and the product composition.
Mandatory SEZ and exempt products
A conclusion is needed where the use or sale of a product could affect human health or where there is no safety data. Certain products from an approved list may be imported and sold without expertise. We check which category your goods belong to, so as not to arrange unnecessary paperwork.
How the sanitary-epidemiological expertise works
The expertise includes checking documentation for compliance with sanitary norms and, where necessary, laboratory testing of samples. Based on the results, a conclusion is issued specifying the conditions and scope of application. We prepare the document set and accompany the sampling.
Who issues the conclusion
The SEZ is issued by the Ministry of Health (MOH) and authorised institutions. Current requirements and procedures are on the Ministry of Health website. We work with accredited institutions and prepare documents so that the conclusion is recognised.
SEZ and technical regulations
For one product both a sanitary conclusion and conformity assessment under technical regulations may be needed — these are different documents with different requirements. How conformity assessment works is covered in product certification. We assemble the full set of permits for the specific product.
Documents and customs
The SEZ goes in a set with the invoice, packing list and foreign-trade contract — what the import set includes is covered in the guide to documents for import. The consistency of the set and clearance are handled by our customs broker.
