Product certification for import and sale in Ukraine

For goods to reach the Ukrainian market legally, clearing customs is not enough — some products must undergo conformity assessment and obtain a certificate or declaration of conformity. Without this document customs will not release the cargo for free circulation, and the goods cannot be sold in Ukraine. What conformity assessment and technical regulations are

Conformity assessment confirms that a product meets the requirements of Ukraine's technical regulations. The technical regulations are harmonised with EU directives and set safety requirements for products: electrical goods, equipment, toys, protective equipment, construction materials and other categories. The legal basis is the Law of Ukraine “On Technical Regulations and Conformity Assessment”. The former state system of mandatory certification, UkrSEPRO, ceased to operate as mandatory on 1 January 2018 — products now confirm conformity specifically with the technical regulations.

Certificate or declaration of conformity

Conformity can be confirmed in two forms. Which one applies is determined by the specific technical regulation for the product type.

For a non-resident, the declaration is drawn up by an authorised representative in Ukraine — an important point for the importer.

Mandatory and voluntary certification

If a product falls within a technical regulation, conformity assessment is mandatory — without it there is neither clearance nor sale. If the goods are outside the scope of mandatory requirements, a voluntary certificate can be issued: it confirms quality and helps in tenders and sales. The first step is to understand which category your goods belong to; this is tied to the UKT ZED code, which determines the list of permits.

Modules (schemes) of conformity assessment

A technical regulation sets not only the form but also the module (scheme) of assessment — the set of procedures to be completed. Modules differ in the depth of the check: from assessing a type sample to controlling the production quality system. For one product several modules may be available to choose from, for another — strictly one. We select the module for the product type, the volume of supplies (one-off or serial) and the requirements of the specific TR.

National conformity mark and marking

Products that have passed assessment under the technical regulations are marked with the national conformity mark. The marking is applied to the product, packaging or accompanying documents under the TR rules. Incorrect marking or its absence is grounds for claims at customs and in trade, so it is prepared together with the conformity assessment.

Conformity assessment body and accreditation

Certificates and testing are carried out by a conformity assessment body accredited by the National Accreditation Agency of Ukraine (NAAU). Accreditation confirms that the body is entitled to work under specific technical regulations. We work with accredited bodies and select the one whose scope covers your product — this rules out the situation where a document is issued by the “wrong” body and is not recognised.

Why this is critical for the importer

Conformity assessment is not a “paper after the deal” but a condition of import. Without a certificate or declaration, where they are required, the cargo will not be released for free circulation and the goods cannot be sold. An exact description, purpose and composition of the product.
The manufacturer's technical documentation (data sheets, manuals, drawings).
The UKT ZED code or data to select it.
Samples for testing — if the module requires it.
Manufacturer's details and, for a non-resident, those of the authorised representative.
