What technical specifications are

Technical specifications (TU) are a document that establishes technical requirements for a specific product, material or substance, and describes the methods by which these requirements are verified. TU define the composition, parameters, labelling, packaging and storage conditions of the product.

Why a manufacturer needs TU

TU are needed for certification and declaration of products, for participating in tenders with large and state customers, and for protecting intellectual property. On the packaging it is enough to indicate the TU designation without listing all the characteristics of the product.

Development of TU

TU are developed under DSTU-N 1.3:2015 “National Standardization”. The document takes into account the scope of application, the materials and components used, the manufacturing process, the range, safety requirements and control methods. The quality of the TU text directly affects how subsequent certification goes.

Registration and record-keeping at UkrNDNC

TU can be registered at SE “UkrNDNC”, which maintains the single database “Technical Specifications of Ukraine”. Regional standardization centres check the TU for compliance with legislation and technical regulations. Since 2015 registration of TU is not mandatory, but most manufacturers still do it — it adds weight and trust to the document.

Validity period of TU

The validity period of technical specifications is 10 years with the possibility of extension for a new term. When the technology or composition of the product changes, the TU are revised and updated so that they correspond to the actual production.

TU as company property

TU are the property of the company for which they are developed and are its internal document. They cannot be reproduced without the owner’s permission; only the owner can use their own standard or give permission to other manufacturers. This makes TU also a tool for brand protection.

TU and certification

TU are often the basis for conformity assessment: they are referenced during certification or declaration. So well-drafted TU simplify market entry. Conformity assessment questions are handled together with product certification.

TU in import and localization

TU are useful when an importer brings in goods and packages or labels them under their own brand, or when they set up local production. The correct goods code and its description help coordinate the UKT ZED code selection, and clearance is handled by the customs broker.
