Special permits for import and export

Some goods — from antiques to radios and encryption equipment — require special permits from specific authorities. We determine which permit is needed for your cargo and arrange it. The service is for companies and sole proprietors across Ukraine — Kyiv, Odesa, Kharkiv, Dnipro.

When special permits are needed

Certain groups of goods are controlled not by customs or the Ministry of Economy, but by specialized authorities: the Ministry of Culture, the SBU, Ukrchastotnahlyad, the gemmological centre. Such a permit does not replace ordinary customs clearance but goes together with it.

Export of cultural valuables

To export or temporarily export cultural valuables (antiques, paintings, coins, old books) a Ministry of Culture certificate is needed. Without it export is prohibited. The certificate is issued free of charge in electronic form within three working days after signing.

Expertise of cultural valuables

Before the certificate is issued, an expertise is carried out — a paid service of an expert institution. The expertise requires an application, colour photographs of the objects and the items themselves. The maximum period of expertise is 30 calendar days.

Gemmological expertise

Precious stones, metals and products made from them undergo gemmological expertise at the State Gemmological Centre of Ukraine. The conclusion confirms authenticity, characteristics and value. For citizens, the export of precious metals and stones (except banking metals) has a separate procedure.

Cryptographic protection tools (SBU)

The import, export, sale and use of cryptographic information protection tools are controlled by the State Service of Special Communications and Information Protection (under the SBU). Such goods require a license or an expert opinion of the state expertise in the field of cryptographic protection. They often overlap with export control of dual-use goods.

Radio-electronic devices

The import of radio-electronic devices and radiating devices — radios, transmitters, routers with non-standard frequencies — is coordinated with the Ukrainian State Centre of Radio Frequencies (UDCR, Ukrchastotnahlyad). The basis is Article 29 of the Law “On the Radio Frequency Resource of Ukraine”.

How to determine whether a permit is needed

Assigning goods to a controlled group is determined by the UKT ZED code, description and technical characteristics. Sometimes one product requires several approvals at once — for example, both UDCR and the SBU.

Documents and customs

A special permit goes to customs together with the invoice, foreign-trade contract and the rest of the documents. The consistency of the set and clearance are handled by our customs broker, and we work out the deal structure at foreign trade consulting.
