Export control

Some goods cannot simply be imported, exported or moved in transit — they fall under export control. This concerns not only weapons but also many ordinary dual-use goods — electronics, chemicals, equipment. We determine whether State Export Control Service permits are needed and arrange them. The service is for companies and sole proprietors across Ukraine — Kyiv, Odesa, Kharkiv, Dnipro.

What export control is

Export control is a system for controlling international transfers of military and dual-use goods. Its aim is the non-proliferation of weapons of mass destruction and the protection of national interests. Export control in Ukraine is the responsibility of the State Export Control Service (DSEC).

Military and dual-use goods

Military goods are weapons, military equipment and components. Dual-use goods are civilian products that can be used for military purposes: certain electronics, chemicals, machine tools, sensors, materials. Specific items are defined in the lists of controlled goods; matching goods to them is helped by the UKT ZED code and technical characteristics.

DSEC permits

Registration as a subject of international transfers

To carry out international transfers of controlled goods, a company must be registered with DSEC as a subject of international transfers. Without registration a permit cannot be issued. We prepare the registration package and support it.

Explanatory letter: is control required

If it is unclear whether goods fall under control, a DSEC explanatory letter is obtained. It officially confirms that specific products do not require a permit and removes questions at customs. This is often the fastest route if goods at the border “look” like controlled ones.

Internal export control system

For regular supplies and to obtain general or open conclusions, companies set up an internal export control system, which is verified by DSEC. This simplifies subsequent processing of transfers. We cover these questions as part of foreign trade consulting.

Control on import and transit

Export control concerns not only export: controlled goods on import and transit also undergo expertise. So checking against the lists should be done before the deal — otherwise the cargo gets stuck at the border.

Documents and customs

The DSEC permit or explanatory letter goes in a set with the invoice, foreign-trade contract and technical documentation. The consistency of the set and clearance are handled by our customs broker.
