Cosmetics notification

From 2026, cosmetics cannot be placed on the Ukrainian market without notification and the appointment of a responsible person. We prepare the product information file, arrange the notification and place the goods on the market without delays. What notification and the technical regulation are

Notification is a notice of placing a cosmetic product on the market. It is based on the Technical Regulation on Cosmetic Products (Cabinet Resolution No. 65 of 20.01.2021), which is harmonized with EU Regulation No. 1223/2009. From 03.08.2026 all cosmetics on the market must comply with its requirements.

Responsible person in Ukraine

Every cosmetic product on the market must have a responsible person — an entity that answers for its compliance with the regulation. For imported cosmetics, the responsible person is the importer who places the goods on the market. It is the responsible person who submits the notification and keeps the documentation.

Ukrainian notification and the EU CPNP

Notification on the European CPNP portal is valid in the EU and does not replace the Ukrainian notification. Although the Ukrainian regulation is harmonized with the European one, the procedure and submission system are separate. So even cosmetics already notified in the EU must also be notified in Ukraine.

Product information file (PIF)

Before market placement, a product information file (PIF) is prepared for each product. It contains a description of the product, a safety report, a description of the manufacturing process with a GMP declaration, confirmation of the claimed effect, testing data and label samples. This file is kept by the responsible person.

Cosmetic product safety report

The cosmetic product safety report is a key part of the file. It assesses the ingredients, their concentrations, the possible effect on people and the safety of the finished formula. Without this report the product cannot be legally placed on the market.

Labelling of cosmetics

The label must contain the composition in INCI, the product function, the shelf life or period after opening, warnings, the responsible person’s details and the country of origin. For imported cosmetics language requirements are mandatory — part of the data in Ukrainian.

Testing and GMP

The regulation requires production under good manufacturing practice (GMP) and includes data on product testing on animals. This data is part of the information file and confirms that the product is manufactured and checked correctly.

Liability for violations

Placing cosmetics on the market without notification or without a responsible person carries fines and a ban on circulation. So the notification and file are best prepared before the shipment is imported, not after the goods are already at the border.

Documents and customs

Cosmetics are cleared with the invoice, foreign-trade contract and confirmation of compliance with the technical regulation. Cosmetics are part of technical regulation, so questions of conformity assessment are handled together with product certification. The UKT ZED code selection helps determine the goods code, and clearance is handled by the customs broker.
