Arranging a certificate of origin
A certificate of origin is a document that can genuinely cut the cost of clearance: it confirms the country of origin of the goods and gives the right to preferences — a reduced or zero import duty. We select the correct form of the certificate and arrange it for import and export. The service is for companies and sole proprietors across Ukraine — Kyiv, Odesa, Kharkiv, Dnipro.
What the certificate confirms and why it is needed
A certificate of origin is the basis for granting duty reliefs under preferential agreements and the most-favoured-nation regime. For an importer it is direct saving on duty; for an exporter it is a competitive advantage in the destination market.
Forms of certificates of origin
The form depends on the destination country and the trade agreement.
| Form | When it applies |
|---|---|
| EUR.1 | Preferences under the Association Agreement with the EU |
| Form A | Generalised System of Preferences (GSP) |
| CT-1 | CIS free trade area |
| General (non-preferential) | Confirms the country without preferences |
EUR.1 and preferences with the EU
The most in-demand form for trade with the EU is EUR.1. It confirms preferential origin under the Association Agreement and gives the right to a significant reduction or full zeroing of the import duty. How to read and apply EUR.1 is covered in detail in the material on the EUR.1 certificate of origin.
Origin declaration on the invoice
A separate certificate is not always needed. If the total value of a consignment of preferential-origin goods does not exceed EUR 6,000, the exporter can declare the origin themselves in a declaration on the invoice. For larger amounts, EUR.1 or approved-exporter status is required.
Who issues the certificates
General certificates, CT-1 and Form A are issued by the Chamber of Commerce and Industry of Ukraine and its regional chambers. The EUR.1 certificate on export has, since 1 January 2016, been issued by the customs authorities of Ukraine. The origin rules for trade with the EU are described on the Ministry of Economy website.
Rules of origin
For goods to be considered originating in a country, they must be wholly produced there or undergo sufficient working/processing. These criteria differ by goods and agreement; an error in the rules of origin forfeits the right to a preference. The basics are in the material on the certificate of origin and country of origin.
For the importer: how the certificate reduces duty
The correct certificate of origin changes the duty rate to a preferential or zero one. How this affects the final payment amount is shown by the customs payments calculation. We check whether your goods are eligible for a preference and help obtain the required certificate.
Documents and customs
The certificate of origin goes in a set with the invoice, packing list and foreign-trade contract. The consistency of the set and the application of the preference at clearance are handled by our customs broker.
