International road transport travels with a set of shipping and transport documents — both the border crossing and customs clearance depend on them. If something is missing from the set or the data does not match, the cargo is delayed. Below is what documents are needed for road freight from Europe and what they are for.
The CMR waybill — the main transport document
CMR is an international consignment note, the most informative transport document. It states the sender, consignee, carrier, route, description and weight of the cargo, and in a separate box — the list of attached documents (invoice, certificates, permits). CMR confirms the contract of carriage and the fact of accepting the cargo.
The TIR carnet
The TIR carnet is a document of the international TIR transit system, recognised by the customs authorities of the Convention's member countries. It simplifies transit: the cargo travels under customs seals without inspection at intermediate borders, and the guarantee system covers customs payments in case of violations.
The T1 declaration and transit
The T1 declaration provides transit of goods through the EU and common-transit countries, as well as a financial guarantee of duty payment in case the cargo is not delivered to the destination customs office. The invoice, packing list and foreign-trade contract
The invoice confirms the value and description of the goods, the packing list — the number of packages, weight and packaging, and the foreign-trade contract — the delivery terms. This is the base commercial set that both the CMR and the customs declaration rely on.
Permits and certificates
Depending on the type of goods, certificates of conformity, SES, veterinary or phytosanitary documents or licenses may be needed. Which exactly is determined by the UKT ZED code. Separately from the commercial documents there are permits for the transport itself — they are covered by permits for international road transport.
