Derzhzovnishinform (DZI) is a state information and analytical institution that monitors external commodity markets. Price expertise is an expert opinion on whether contract prices correspond to market conditions.

Why price expertise is needed

Expertise is obtained for customs clearance, submission to controlling authorities, participation in tenders and procurement, and for commercial disputes. For an importer the main thing is the evidence base for customs when the contract price is in doubt.

Expertise and customs value control

DZI expert opinions have the status of official expertise of foreign economic contract conditions and price levels, and must be taken into account by customs during price control. This makes price expertise a working tool against customs value adjustment when customs wants to raise the price.

Price certificate for goods

A price certificate is a document on market prices for a specific product. In preparing it, data from leading Ukrainian and international agencies, exchanges, monitoring systems and statistics are used. The certificate is useful for procurement, planning and negotiations.

Expertise of the value of services and IP rights

In addition to goods, DZI assesses the value of services, works and intellectual property rights under a contract. This is important for operations where there is no direct price analogue on the market and substantiation is required for controlling authorities.

What documents are needed

The application requires company data (name, EDRPOU code, tax number, contact person) and supporting documents: the foreign-trade contract, invoice, price lists, technical description of the goods. The more complete the set, the more accurate the expertise. The basis is a well-drafted foreign-trade contract.

Validity period of the expertise

Price expertise is of a term nature — it has a limited validity period because market prices change. So the opinion is best obtained for a specific shipment, not “in reserve”.

How it helps during clearance

The expert opinion goes in a set with the invoice, contract and the rest of the documents and confirms the declared value to customs. The consistency of the set and clearance are handled by our customs broker, and we work out the deal structure at foreign trade consulting.
