What an ATA Carnet is
An ATA Carnet is an international customs document for the temporary import and export of goods without paying customs payments. It replaces ordinary customs declarations when crossing borders and is valid in dozens of countries — members of the ATA system in Europe, America, Asia and Africa.
The Istanbul Convention and the Chamber of Commerce
The ATA Carnet system is based on the Istanbul Convention on Temporary Admission, which Ukraine joined in 2004. Issuing ATA Carnets in Ukraine is authorized to the Chamber of Commerce and Industry (CCI) — it acts as the guaranteeing organization and can delegate issuance to regional chambers.

Validity of the carnet
The validity of an ATA Carnet does not exceed 12 months from the date of issue. Within this period the goods must return to the country of dispatch. If long-term use or sale abroad is planned, the carnet is not suitable — an ordinary customs regime is needed.
International guarantee without a deposit
The main advantage of the carnet is that no cash deposit is needed at the customs of each country. The ATA Carnet itself is an international financial guarantee of payment if the goods do not return. This simplifies and reduces the cost of trips to exhibitions.
Several countries under one carnet
Under one ATA Carnet, goods can be cleared for temporary import into several countries at once if the route passes through several exhibitions. This is convenient for tours and series of events. The carnet is filled in advance at an authorized organization.
When a carnet is more advantageous
A carnet is advantageous when equipment or samples return back and there are several trips. Instead of separate declarations and deposits in each country, one document is used. If, however, the goods are imported for sale or processing, ordinary customs clearance is arranged.
